CHP FOCUSING ON DISTRACTED DRIVERS TODAY
The CHP will be out in full force today on a concentrated mission to find distracted drivers. Managing Editor Karl Gardner says today’s maximum enforcement patrol is a statewide effort that will soon be a regular one...
The California Highway Patrol will conduct a zero tolerance enforcement today focused on distracted drivers. Distracted drivers are responsible for multiple deaths and hundreds of injuries every year. CHP Inland Division Chief Jeff Talbott said, “It takes 100 percent of your attention to properly operate a motor vehicle. If you are using a cell phone without a hands free device, texting, or distracted in some other way our officers are going to take the appropriate enforcement action.” The effort will be comprised of a task force of officers that will saturate an area of the Inland Empire. While their primary focus will be distracted drivers, the task force will also take enforcement action on any other observed violation such as DUI, speeding, and seatbelt violations. This is the first of what will be a quarterly effort.

COUNTY ASSESSES RAIN DAMAGE, PREPARES FOR TODAY’S STORM
County officials are assessing property damage to homes and businesses caused by the recent winter storms. Collaboration with state and federal agencies is underway to determine if individual local assistance funds will be available to residents who suffered property damage. The federal government has not yet declared a disaster, so at this time government assistance is not available to businesses and homeowners. Property owners are encouraged to photograph and document any damage to their property and any repairs that are made in the event assistance becomes available. Property owners may report flood damage to their homes and businesses to the County Office of the Assessor toll-free at 1-877-885-7654. The County and the Town of Yucca Valley proclaimed a local emergency in response to the heavy rainfall December 21. Residents are advised to avoid crossing areas of running water so they are not swept away by a surge of water runoff, mudflow or debris flow. People may become trapped in mud and debris by venturing onto what may appear to be stable soil. Do not drive where water is over the road, as floodwaters can rise rapidly and carry a car and its occupants away. Sand bags and sand can be obtained at local fire stations to use for protective measures around homes.

Builders and contractors be aware, the state is putting new building codes into affect as of the first of the year. Reporter Tami Roleff checks the new codes in two parts. Today, new residential building requirements, tomorrow, commercial and multi-family buildings...
New state building codes go into effect on January 1st for both residential and commercial buildings. The new provisions will affect both homeowners and builders. All new single family homes built in California after January 1, 2011 must include automatic fire sprinklers. Bathrooms must include an exhaust fan, or the home must have an insulated whole house fan. Heating and air conditioning systems must be the appropriate size for the home. In addition builders must include storm-water drainage and retention measures both during and after construction. Joints and openings in the building must be sealed to prevent rodents from entering. At least 50 percent of construction waste must be diverted from the landfill. Paints, adhesives, and carpeting used in the home must be made of low-pollutant materials. The new building code also requires a moisture-sensing irrigation system for large landscapes and requires a 20 percent reduction in indoor water use as of July 1. To read the full building code, visit www.bsc.ca.gov/CALgreen. For help in interpreting the new mandatory provisions of the residential building code, go to www.hcd.ca.gov.

On another matter, General Manager Marina West, in her regular report, explained that the agency has no plan to repair the pump at Well 4 until there is a solution to the gross alpha contamination problem at that well.
