TWENTYNINE PALMS GPAC REQUESTS YET ANOTHER EXTENSION
The Twentynine Palms General Plan Advisory Committee, or GPAC, is asking for yet another extension of time to finish their review of the city’s proposed general plan. Originally formed to get citizen’s input on the plan, the GPAC has developed a life of it’s own under it’s chairman, and City Council Member-elect, Jay Corbin. Reporter Dan Stork has the back story...
The Twentynine Palms General Plan Advisory Committee has held a series of meetings in recent weeks to review the General Plan Update prepared by consulting firm Hogle-Ireland. Following up those meetings, GPAC chairman Jay Corbin has written several letters to the Interim City Manager John Tooker, Community Development Directory Charles LaClaire, and Nelson Miller, the lead consultant from Hogle-Ireland. Two of those letters contained detailed comments on the GPAC’s review of the Land Use and Circulation Elements of the Plan. A third, letter offers general comments with a very critical tone, including “The draft General Plan lacks policies, implementation measures, implementation responsibility and a schedule of action…” and… “The format used for General Plan goals and implementation does not meet the State’s General Plan Guidelines.” The third letter also takes the Plan to task for perceived shortcomings in the areas of Sustainability and Development Impact Fees. In yet another letter, Chairman Corbin asks for yet another extension of the GPAC meeting schedule. He also raises the question of whether he should continue as GPAC Chairman, in light of his election to the City Council. All this correspondence from the GPAC is scheduled for discussion at the City Council meeting on Tuesday December 14th.
