JOINT TWENTYNINE PALMS CITY COUNCIL PLANNING COMMISSION MEETING
The Twentynine Palms City Council and Planning Commission met in a rare joint session last night. Expansion of Granite Construciton’s aggregate mining operations was on the docket. Reporter Dan Stork was there and files this report...
Representatives of Granite Construction updated a joint session of the 29 Palms City Council and Planning Commission on the status of plans to expand the company’s aggregate mining operations in 29 Palms. The company estimates that its current site will be exhausted by next year. It wants to expand operations to an adjacent 178 acres it already owns, and will set aside an equal amount for habitat preservation. Granite’s Environmental Manager Jane Powell recounted that the company started pursuing expansion in 2006.

A draft Environmental Impact Report was completed early last year. Granite initiated additional biological and vegetation studies, and a revised EIR is expected during October. Before it can begin extracting from the new acreage, the company has to get past EIR certification, zoning changes, a development agreement with the city, a conditional use permit, and approval of a reclamation plan. Also required are approvals from Federal and State wildlife agencies, which is concerned about tortoise impact. Granite plans to mine and reclaim the land in phases, not waiting until the site is played out before replacing topsoil. The city will collect an estimated $55,000 per year in mitigation fees on the estimated 450,000 tons of sand and gravel that will be removed annually. City officials and members of the public asked many questions related to safeguards, inspections, traffic, water usage, and tortoise protection, which Powell and other company representatives fielded readily.

TWENTYNINE PALMS ART GALLEY RECEPTION
It’s the second show of the Twentynine Palms Art Galley’s 2009 – 2010 season. Reporter Tami Roleff joins us with the details...
The second show of the 2009-2010 season at Twentynine Palms Art Gallery features paintings in watercolor, acrylic, oil, and mixed media by Morongo Basin artists Ellen Hill and Anna Michelle Houghton. The show runs from Wednesday through October 25, with a special artist reception on Sunday from 12 to 3 at the gallery. Houghton’s works reflect a wide variety of artistic vision from photo-realistic and impressionistic landscapes inspired by local desert vistas to a colorful variety of non-objective mixed media works. Houghton attended Cabrillo College where she studied landscape, still life, and watercolors under the direction of Terry Hogan. Hill’s primary influences are nature and her Native American heritage. Each piece begins with watercolor paintings, disassembled and reconstructed to reflect Hill’s intensely personal perceptions of the natural world. In this show, she explores the path of the wind across granite. The 29 Palms Art Gallery is located at 74055 Cottonwood Drive, off National Park Drive, in Twentynine Palms. Regular gallery hours are 12 to 3 Wednesday through Sunday.
