TWENTYNINE PALMS CITY COUNCIL EXTENDS GPAC, WILL DISCUSS NEW CITY MANGER PROCESS
The 29 Palms City Council met last night in regular session, Reporter Dan Stork says the bulk of the meeting was spent on whether to extend the time for the General Plan Advisory Committee, or GPAC, to review the new City’s proposed new Master Plan...
The 29 Palms City Council meeting got a late start on Tuesday night, as a scheduled workshop on the General Plan Update ran over. The main business of the Council meeting proper was consideration of a request by the General Plan Advisory Committee for more time, which had been recommended by the Planning Commission to the Council. All citizens who spoke about the issue during the public comment period also urged an extension. Council members expressed concern about additional expenses associated with an effort that is already costing the City $1.4 million, doubts about whether any revised deadline would hold up, legal issues that might arise if either of the 2 GPAC members who are candidates for City Council achieve election in November, and a perceived tendency of the GPAC to address details that are too specific for a General Plan. The Council voted to extend the life of the GPAC, subject to an acceptable budget and schedule to be presented by City staff at the next Council meeting. The vote was 3-2, with members Harris, Cole, and Spear in favor, and Klink and Flock opposed. In other business, council heard a report that the ladder truck purchase authorized by the city is “moving along”, but will take several more months to complete. Council deferred consideration of an Owner Participation Agreement for a restaurant construction project, at the request of the applicants. A closed session for consideration of the procedures to be used in selecting a new city manager will be on the agenda of the next council meeting.

COUNTY SUPERVISORS VOTE FOR MORE OPEN GOVERNMENT
The County Board of Supervisors gave initial approval to a Sunshine Ordinance yesterday that would make it easier for the public to obtain county documents and help restore public confidence in county government. The ordinance, which is scheduled for final procedural approval on October 5, requires the county to comply with requests for public documents without unnecessary delays, in part by not allowing the use of time limits spelled out in the California Public Records Act as an excuse to delay disclosure. It would also mandate that the county assume all records are public unless proven otherwise rather than initially assuming they are all confidential. The ordinance would also prohibit elected county officials, administrators and department heads from destroying or removing public records upon their departure from the county. It would also require the County Administrative Officer to provide training to at least two staff members of each board office and department on how to properly respond to California Public Records Act requests.
