23-YEAR-OLD YUCCA VALLEY MAN ATTACKS 83-YEAR-OLD MAN AT COMMUNITY CENTER
A Yucca Valley man who has had multiple encounters with the law was arrested again Monday evening. Jacob Roa, 23, was drunk and hanging out at the Yucca Valley Community Center near the softball fields, where he started challenging people to fight. About 7 p.m. Roa attacked an 83-year-old man who was innocently watching a softball game. Bystanders intervened in the fight and held Roa down until deputies arrived. Roa then tried to start a fight with the deputy. Jacob Roa was arrested for investigation of battery of an elder, battery of a police officer, being drunk in public, and challenging people to fight. Roa was booked in the Morongo Basin Jail with his bail set at $25,000. Roa was convicted in March of being drunk in public when he threatened a 15-year-old boy at the Community Center and took his iPod, and then pulled a six-inch knife on the boy's father. Roa was also convicted in January of a vandalism charge, and another drunk and disorderly charge in June of last year.

YUCCA VALLEY WOMAN STABS BOYFRIEND YESTERDAY
A Yucca Valley woman was arrested Tuesday, suspected of stabbing her boyfriend with a broken bottle. According to a Sheriff's report, Cissy Kubiak, 45, stabbed her boyfriend about 2 p.m. in the 600 block of Wamego Trail in Landers. Kubiak's boyfriend told dispatchers she was "going crazy" and throwing everything out of the trailer. Cissy Kubiak was arrested for investigation of felony spouse abuse, booked at the Morongo Basin Jail, with her bail set at $50,000. The boyfriend declined medical aid.

MORONGO VALLEY COMMUNITY SERVICES DISTRICT BOARD MEETS TONIGHT
The Morongo Valley Community Services District Board meets tonight; the meeting will include both open and closed sessions. Reporter Mike Lipsitz has details...
In Morongo Valley, the Community Services District meets in regular session at 7:00 tonight in the Covington Park Multi-Purpose Room. Attendees tonight will see a presentation on deployment and use of the Fire Department's new Thermal Imaging Camera. Following which, directors will adjourn to closed session for an evaluation of General Manager Rick Lebel and to discuss litigation against the district on behalf of former fire department employee Chris Perez. Among other items, the board will consider a preliminary fiscal year budget. A public hearing for that budget is expected to take place at District's July 18 meeting. Under old business, the board expects an ad-hoc committee report on fire apparatus inspection and maintenance.

MORONGO VALLEY FIESTA DAYS COMMITTEE CASINO NIGHT SATURDAY
The Morongo Valley Fiesta Days Committee is holding a Casino Night fundraiser Saturday at the Covington Park Pavilion. The doors open at 6 and gambling, using script casino money, starts at 7. The games, which will be played for fun only, include craps, roulette, black jack, and poker, and will all have professional dealers. The tax-deductible tickets are $25 and include a free drink, $200 in play money, and a raffle. Attendees must be 21 or older. COPPER MOUNTAIN COLLEGE BOARD MEETS TOMORROW
The Copper Mountain College Board of trustees meets in regular session tomorrow. Reporter Tami Roleff says the Board will consider using Bell Center funds for campus improvements...
The Copper Mountain College Board of Trustees meets in regular open session at 3 o'clock tomorrow in the Bell Center's Community Room on the Joshua Tree campus. Near the top of tomorrow's agenda is a public hearing on the tentative budget for 2012 – 2013. Beginning tomorrow, copies will be on display in the Library and the Office of the CMC President. In addition to regular reports and items on the consent agenda, Trustees will consider the addition of a non-voting, student member of the board to be selected annually by a vote of the student body. And among other items, the board will consider awarding a contract for more than $500,000 in campus improvements with the money to come out of Bell Center funds.

ANNUAL AMATEUR RADIO FIELD DAY SET FOR THIS WEEKEND
Local amateur radio operators will hold their annual field day event this weekend. The Amateur Radio Relay League (ARRL) represents the Morongo Basin Amateur Radio Club. Tens of thousands of amateur radio operators, or "hams," will be firing up portable radio stations from unexpected locations this weekend, June 23-24, for ARRL Field Day. Over 35,000 hams are expected to operate from parks, malls, schools and yes, fields, around the country. The Morongo Basin Amateur Radio Club's field day will be from 11 a.m. Saturday, June 23, to 2 p.m. Sunday, June 24, at the Johnson Valley Fire Station on Quailbush. The public is invited to join them and learn what amateur radio is all about.

BIGHORN-DESERT VIEW WATER AGENCY BOARD MET, APPROPRIATIONS LIMIT SET

At last night's special meeting of the Bighorn-Desert View Water Agency in Landers, Directors established the agency's appropriation limit for fiscal year 2012/2013 at just over $136,000. In another resolution, approved unanimously, directors provided for the levy and collection of taxes within Improvement District 1 at $176,000. And finally, the board approved purchase of fixed frequency radios for the Agency fleet as a cost of about $4,000.

HI-DESERT WATER DISTRICT MEETS, WATER AND WASTEWATER BUDGETS ON AGENDA
The Hi-Desert Water District Board of Directors meet at 6:00 tonight at District offices on the highway at Inca Trail in Yucca Valley. Tonight, the board is expected to set standby fees for the coming fiscal year following a public hearing on the matter. Also tonight, directors will consider the water and wastewater budgets for the coming fiscal year. Then tomorrow night, the Warren Valley Basin Watermaster Board will hold a special meeting at 5:30 at HDWD offices. Directors will consider and possibly approve a fiscal year budget with estimated expenses outpacing revenue by more than $65,000, the difference possibly to be made up from cash reserves. An update on the status of area groundwater wells and revisions to the Watermaster rules and regs are also up for discussion tomorrow night.

The Joshua Basin Water District meets at 7:00 tonight at agency offices on Chollita Road in Joshua Tree. Among the items on tonight's action agenda is a public hearing to consider the water availability or standby charge for the fiscal year. Directors will also consider a no-cost extension to complete the U.S. Geological Survey in connection with the groundwater recharge project, and hear a report from District Conservation Coordinator Deborah Bollinger, followed by committee reports.

YUCCA VALLEY 4TH OF JULY TO FEATURE VENDORS THIS YEAR
The Yucca Valley Fourth of July celebration will include not only Yucca Valley's largest public fireworks display, but also a community fair with vendor booths. Some of the booths will include craft and artist booths, food vendors, kids' activities including face painting, games, and more. FREE HARMONICA LESSONS OFFERED IN LANDERS

Harmonica for Beginners is being offered free at the Landers Association Cool Center at Belfield Hall. The course begins Saturday, June 23 and runs through the summer. Participants who can't attend the first class can join later and instructor Beverly Burkitt will bring them up to speed. The hour-long class begins at 12:30. Students must provide their own non-plastic, 10-hole, key of "C" harmonica. Belfield Hall is on Reche Road one block east of Landers Post Office. JOSHUA TREE OFFERS MOVIE IN THE PARK FRIDAY NIGHT
This Friday, Joshua Tree Recreation and Park District will be hosting their "Movies in the Park" program. They are showing "Hoodwinked Too! Hood vs. Evil." This sequel catches up with the heroine, Little Red, training with a covert group called the Sisters of the Hood. Finishing her training, Little Red is sent out on her first mission, investigating the disappearance of Hansel and Gretel. The movie will be shown around 8:30 p.m., after it gets dark, out on the ball field lawn in Sunburst Park. The public is encouraged to bring their blankets and lawn chairs and enjoy a fun evening under the famous Joshua Tree summer nights. This event is being offered free to the public.
