ONE ARREST FOR CHILD CRUELTY AFTER CHILDREN LEFT ALONE
A Twentynine Palms woman was arrested after Code Enforcement officers reported her children were left unattended. Sheriffs’ spokeswoman Vera Martinez said Thursday morning around 11:15, a Twentynine Palms code enforcement officer was at a home in the 73700 block of Desert Trail looking for the resident, having received complaints that the occupants were stealing power from the house next door. The code enforcement officer called Sheriffs’ saying 4 children, ages 10, 7, 6 and 2 were at the house alone. Responding Deputy Shana Avels found the home had no electricity, the children said they had not eaten since the day before, and no food was found in the house. The children’s mother, Summer O’Neal 29, was located and arrested on suspicion of willful cruelty to a child, cited and released. The children were turned over the Child Protective Services. A review of court records show Summer O’Neal was convicted for burglary in 2009, and not using a child car seat in 2007.

YUCCA VALLEY TOWN COUNCIL TRIMS BUDGET BY ABOUT $300,000.00, TWO JOBS CUT
At last weeks meeting of the Yucca Valley Town Council, the Council attempted to balance the budget, but with Councilman Frank Luckino absent, many votes were tied at 2-2. The meeting was continued to last night so Luckino could cast the tie breaking votes. Reporter Tami Roleff was there and files this report...

The Council first decided to balance the budget’s projected deficit of $315,000 without dipping into the Town’s reserves of $4.9 million. Mayor Pro Tem Lori Herbel was the sole dissenting vote, saying she didn’t believe the sky was falling, and suggesting that a 10 percent reduction in pay by Town employees across the board would help toward balancing the budget. The Council members then voted to eliminate the positions of Code Enforcement officer, with George Huntington and Herbel dissenting; and the museum registrar, again with Huntington and Herbel dissenting. Luckino noted that the need to be safe as a community was in the Town’s Strategic Plan, and so therefore he felt it was imperative to keep the motorcycle officer, resulting in another 3-2 vote, with Huntington and Bill Neeb voting to cut the position. With the retention of the motorcycle officer, the Council voted 4-1, with Mayor Chad Mayes dissenting, to NOT add an additional engineering associate to the Town payroll. In addition, the Council agreed to keep the funding for the Fourth of July fireworks at $8,000 this year. The staffing eliminations reduced the projected deficit to about $35,000, and Town staff said they would come back with alternatives on how to save the additional funds.

TWENTYNINE PALMS CITY COUNCIL MEETS IN BUSY MEETING INCLUDING THE 2010-2011 BUDGET
The Twentynine Palms City Council meets in regular session this evening at City Hall starting at 6. Items of interest on the consent calendar in include setting a date for a public hearing for the Historic Plaza maintenance district, approval of a "Citizen Corps Council", to assist the city and Fire Department in the event of an emergency, and an update on Commercial Dumpsters on residential properties. Next the council will hold a public hearing to consider amendments to land use elements of the General Plan. Moving on council will look at joining the Southern California Association of Governments, or SCAG, consider a waiver to under-grounding utilities for a mini-storage facility planned east Adobe Road and South of Calle Todd Lane, then staff will request comment and direction on the Re-Development Agency’s strategic vision. Lastly, the council will review the 2010 – 2011 budget. |

CITY COUNCIL CANDIDATE HAS PRIOR ARRESTS AND CONVICTIONS
The latest person to announce a candidacy for Twentynine Palms City Council has a criminal record here in the Morongo Basin. Carey Alderson, 39, a member of the City’s Planning Commission, sent out a press release announcing his candidacy June 7. A routine check of local court records by Z107.7 News found that Alderson had been arrested twice and has had two bench warrants issued for violation of probation on both arrests. The first arrest was for Driving under the Influence in December of 2002 and the second was an arrest for charges relating to domestic violence in September of 2003. |
After his 2002 arrest for DUI, Alderson was charged with Driving under the influence of alcohol and for Driving under the Influence with a blood alcohol of .08% or greater. In a plea bargain, he was found guilty of Disorderly Conduct by a person under the influence of Alcohol or Drugs. Alderson violated his probation by not paying the fine, after being arraigned for probation violation in March of 2005, he paid the fine. The second arrest in 2003 was for misdemeanor false imprisonment, Alderson pleaded no contest and was placed on three years probation, with terms that he have no negative contact with his ex-wife, take 52 weeks of domestic violence classes and pay victim restitution. He violated his probation by not paying the victim restitution, he was arraigned for probation violation and paid the restitution in October of 2006. According to his press release Carey Alderson is a former Marine and has lived in the Morongo basin since 1996. According to the County Registrar of Voters, Alderson is not registered to vote in this county.

Today is Election Day in California. The County Registrar of Voters says first the first results in the 2010 primary election tabulated will be the absentee and mail in ballots. Those results should be posted on the registrar’s web site at around 8:30 tonight. The next update, the first polling place totals, will be posted about 10:30, the second update at midnight. The registrar expects the third update around 1:30 a.m., and the fourth at 3 a.m. Z107.7 will have full primary election results in tomorrow’s local news. Click here for today’s election results.

HI-DESERT MEDICAL CENTER BOARD MEETS TONIGHT, DRAFT BUDGET ON THE AGENDA
The Hi-Desert Medical Center Board meets in regular session tonight. A look at the draft 2010-2011 budget, selecting architects, and departmental reports are all on the agenda. Reporter Mike Lipsitz takes a closer look...
The Hi-Desert Medical Center Board of Directors holds its regular meeting at six o’clock tonight in the Hospital’s Helen Gray Education Center. The board is expected to approve a draft budget for fiscal year 2011 following a presentation by Chief Financial Officer Tom Duda. The vote will follow an educational presentation from hospital staff on the facility’s Food and Nutrition service. Also on the agenda, the Board will vote on a recommendation that administrators use the ‘Direct Selection’ method when considering an Architectural firm for several planned expansion projects. Then, following departmental reports from administration, finance, clinical services, marketing and staff, the board will adjourn to closed session to review a report on quality assurance matters. |

HI-DESERT NATURE MUSEUM LUNCH LECTURE, VOLCANOES AND EARTHQUAKES THURSDAY
Professor Richard Hazlett from Pomona College will speak about recent headline-grabbing geological events, including the calamitous Haiti earthquake, the even larger but less catastrophic Chilean earthquake, and the eruption of Iceland’s subglacial volcano and its impact on the global economy. This presentation will be held on Thursday, at noon. Admission is free and iced tea will be served. This is the first lecture in the 2010 Brown Bag Lunch Lecture Series every second and fourth Thursday, June through August. The Hi-Desert Nature Museum is located in the Yucca Valley Community Center Complex. YUCCA VALLEY PLANNING COMMISSION MEETS, ZONING FOR SENIOR HOUSING PROJECT ON AGENDA

The Yucca Valley Planning Commission will meet at 7:00 tonight in the Yucca Room of the Community Center. First up on the agenda, newly appointed commissioner Gregory Graham will be sworn in. Then the Commission will hold a public hearing about rezoning a 77-acre parcel bordered by Joshua Lane, Golden Bee, Sage Avenue, and Joshua Drive, from the current Rural Living 1-acre minimum lot size, to Residential Single Family, 2 units per acre. The planned development is proposed to be restricted to age 55 and older and contain 142 single-family homes in a gated community.
