COUNTY MAY RESTRICT SEX OFFENDERS ON HALLOWEEN
The County is considering prohibiting registered sex offenders from participating in Halloween activities. The Board of Supervisors voted 4-0 on Tuesday to research the proposal and return with a proposed ordinance. Laws restricting registered sex offenders' Halloween activities have become popular in recent years, they include prohibitions against sex offenders passing out candy, decorating for the holiday, or turning on outdoor lights. The law also stops sex offenders from taking part in Halloween activities outside their homes and from opening their doors to anyone but law enforcement on Halloween night. The county proposal would apply only to unincorporated areas.

TWENTYNINE PALMS CITY COUNCIL MEETS IN BUSY SESSION LAST NIGHT
The Twentynine Palm City Council met in regular session last night with a full plate of decisions on a busy agenda. The items ranged from state negotiations, sphere of influence, concentrations of businesses and settling redevelopment matters. Reporter Derwood Andrews was there and files this report...
Last night's meeting began with nothing to report on the closed session and then the announcement that Reach Out Morongo Basin came in first place with the Buck-A-Bag Awards, with total winnings of $545. The review of correspondence between the Successor Agency Staff and the Department of Finance was reported to be "a constantly moving target," with D.O.F. Staff not having the resources to say anything but a convenient "NO" to demands for answers regarding the Bonds from the Successor Agency and the City. The item where LAFCO suggested changing the City's sphere of influence to that of the Water District's - some extra 15 square miles -- was discussed and unanimously agreed to, adding that annexation was not inevitable. A discussion on the over-concentration of certain businesses in Twentynine Palms, such as massage parlors, tattoo shops, and barber shops had interest in what Yucca Valley had done recently—namely, tightened up the rules for public safety and health issues, and there was talk of increasing inspection fees. Lastly the approval of the agreement between the City and the Successor Agency was voted on 4 to 1 YES with Corbin voting NO. Councilman Corbin also requested a discussion on scaling back the $9 million Project Phoenix, if the bonds are ever released.

JOSHUA TREE MAN HELD AFTER BURGLARY
A Joshua Tree man was arrested Monday after a sharp-eyed neighbor saw him break into her neighbor's home. About 6:40 Monday evening, a woman called the Sheriff's Department when she saw a man, later identified as Casey Roberts, 22, and a juvenile break a window in the back of her neighbor's house in the 61900 block of Verbena Road in Joshua Tree. Roberts and the juvenile then left on bicycles, with the stolen items hanging from the bike's handlebars, going in to the Lazy H Mobile Home Park. After an investigation, Casey Roberts was arrested for investigation of burglary and on a warrant for petty theft. He was booked into the West Valley Detention Center with his total bail set at $100,000. The juvenile was arrested for possession of dangerous drugs and released to the custody of his father.

THIEVES HIT ANOTHER YUCCA VALLEY NEIGHBORHOOD
After burglarizing the Country Club neighborhood of Yucca Valley a week ago, the thieves have apparently moved on to another Yucca Valley neighborhood, which has had at least six burglaries since Saturday. Burglars have entered homes in the 55900 and 56000 block of Desert Gold in the Juniper Terrace neighborhood. Many of the homes were entered through the garages, possibly by using a universal remote to open the doors, and some residents were home and sleeping during the burglaries. Stolen have been purses and wallets with credit and debit cards, electronics, and other miscellaneous items. Anyone with information about the burglaries is asked to call the Sheriff's Department at 760-366-4175.

BIGHORN-DESERT VIEW WATER AGENCY BOARD MET, TAX LEVY, BUDGET CHECK, BOARD BENEFITS
The Bighorn Desert View Water Agency Board met last night. Reporter Mike Lipsitz tells us the Board's actions...
Last night in Landers, directors at the Bighorn-Desert View Water Agency Board of Directors gave the go-ahead for the Agency to post appropriation limit calculations. For fiscal year 2012-2013, the calculated limit is just over $136,500. The budget projection for the general property tax levy is just over $100,000, well within the appropriation limit. Also last night, a review of the Preliminary Fiscal Year Budget indicates a surplus in excess of $130,000. The projected surplus allowed the board to hold steady the ad valorum tax levy for bond payments for property owners In Bighorn Improvement District 1. And last night a plan to add directors to the vision and dental benefits employee pool died when it failed to get a motion.

MORONGO BASIN TRANSIT AUTHORITY BOARD MEETS TOMORROW
The Morongo Basin Transit Authority Board of Directors will meet at 3 p.m. tomorrow in the MBTA Operations Center, 62405 Verbena Road in Joshua Tree. Among the items on the agenda, the board will hear an analysis of the paratransit plan and the action plan, and also be asked to adopt an updated drug and alcohol policy. The board will then adjourn to closed session for a performance evaluation of the general manager.

The Hi-Desert Water District will hold a special meeting tonight. On the Agenda is a recommendation from Staff to authorize a refunding or refinancing of the current debt, an extension of the contract with Innovative Federal Strategies and prize presentations to the Essay Contest winners. The meeting begins at 6.00pm at District Offices on the Highway in Yucca Valley.

LOCAL SHERIFF'S SPECIALIST RETIRING
After 23 years of volunteer and paid service with the San Bernardino County Sheriff's Department, Sheriff's Service Specialist Arden Wiltshire is retiring June 15. Wiltshire moved to the Morongo Basin in 1988 and worked at a new country radio station, KROR-FM, where she held court with her Saddle Pals. In 1989, she became a volunteer with the Sheriff's Search and Rescue Department for five years, until she joined the Sheriff's Department full-time. Wiltshire transferred to San Bernardino in 2005 to work as a public information officer, until she returned to the Morongo Basin in 2011. Wiltshire and her husband, David, will be retiring to Kentucky with their horses and dogs. We wish the Wiltshires all the best in their new adventure.

The Twentynine Palms Water District Board meets tonight, Reporter Derwood Andrews says the board will look at both water and fire business...
A very light Water District and Fire Department agenda tonight. A presentation to the Poster Contest winner, followed by the approval of the proposed budget for 2012-13. In Fire business, just the first draft of the budget for 2012-13 is looked at, along with the Fire Chief's monthly report. The meeting takes place at 6 p.m. at Twentynine Palms Water District offices on Hatch Road.

TWENTYNINE PALMS COLLEGE STUDENT TO PRESENT RESEARCH TO CONGRESS
A Twentynine Palms man, a computer science major at Cal State San Bernardino, was one of 74 undergraduate students selected out of 850 who presented their research to members of Congress at the 2012 Posters on the Hill held April 23 and 24 in Washington, D.C. Kenneth Williams, 23, was also the only student from the entire state of California who talked to members of Congress on the type of research that students conduct. Williams, who will graduate in June, said he was pleased to be chosen for the honor. Williams' research was on the development of Botanicam, an application for hand-held mobile devices that helps plant biologists develop a database of plant images and characteristics. Using it, an individual can identify an unknown plant by taking a picture on their Smartphone or other device and sending the information to a database. After graduation, Williams plans to pursue his master's degree in computer science at CSUSB and then get a doctorate in computer science with the ultimate plan of becoming a professor.

COPPER MOUNTAIN COLLEGE TO GRADUATE NURSING STUDENTS

Copper Mountain College students graduating from the registered and vocational nursing programs this spring will receive their pins in two Bell Center ceremonies: Vocational Nursing graduates on Wednesday, May 23rd at 6 p.m. and Registered Nursing graduates will be honored at 6 p.m. the following day, Thursday, May 24th. Both events are open to the public and the community is encouraged to attend. TWENTYNINE PALMS JUNIOR HIGH SCHOOL SPRING CONCERT TOMORROW
The Twentynine Palms Junior High School Spring Concert is tomorrow afternoon at 5:30. Dr. Kelly Corbin said the concert is free and outdoors on the school's football field. Attendees are encouraged to bring chairs or blankets. There will be an art mural being created during the concert and several TPJHS clubs will be there to introduce our school activities to the public. TWENTYNINE PALMS HIGH SCHOOL TRACK ENDS SEASON WITH FINAL CIF MEET
Twentynine Palms High School Wildcat track and field season came to a conclusion last weekend at Mt. San Antonio College, where the boys' team competed in the CIF Finals meet. Alan Vander Maas, Marcus Chestnut, and Diante Aiken earned a combined 17th place out of the 42 schools represented at CIF and over 100 in the division. Diante Aiken and Marcus Chestnut earned third and eighth respectively in the 110-meter hurdles. Alan Vander Maas earned a fifth place finish and All CIF Honors with a 149'2" discus throw. In the 300-meter hurdles, Aiken finished 9th. Diante Aiken also added All CIF Honors to his De Anza League MVP title.
